Rent has nearly doubled in many American cities over the past decade, despite stagnant wages and amid a nationwide housing shortage. What’s responsible for putting today’s renters in a financial bind? One answer is private equity.

During the 2008 financial crisis, when banks foreclosed on the homes of millions of Americans, private equity money bought up properties at bargain prices. Today, private equity is one of the biggest landlords in urban America — targeting multifamily apartment buildings and often using aggressive tactics, such as increasing rent or neglecting upkeep, to squeeze out profits before selling the buildings at a higher price.

Another hidden force impacting renters is tenant screening algorithms, which landlords increasingly rely on to help them select renters and determine rent prices. But how these algorithms work is unclear and, for those whose tenant applications are denied, getting answers is nearly impossible.

In partnership with The Markup, we will examine how private equity and shadow algorithms are contributing to the nationwide affordable housing crisis, explore potential pathways to change from a policy perspective and address tenants’ rights.

In light of Government Code sections 54953(e)(1) and 54953(e)(3), the Governor's Executive Order N-21-21 (November 10, 2021), concerns over Covid-19, and the determinations of the commissioners on April 20, 2022, this meeting will be accessible telephonically.

    All public comment will be taken at this time for agenda items. THIS WILL BE THE ONLY OPPORTUNITY TO PROVIDE PUBLIC COMMENT DURING THIS MEETING.

  3. Findings to continue teleconference meetings pursuant to AB 361.

Determination that the state of emergency due to the Covid-19 pandemic, as originally

proclaimed by the Governor on March 4, 2020, remains active; that, consistent with

findings made by the City Council on October 6, 2021, the Covid-19 pandemic remains a

significant challenge in the City of Los Angeles; that local officials continue to impose or

recommend measures to promote social distancing; and that, in accordance with

California Government Code section 54953(e)(3), the Ethics Commission has

reconsidered the circumstances of the state of emergency and determines that the state

of emergency continues to directly impact the ability of the commissioners to meet safely

in person.

 

4. Adjournment.

The City does not discriminate on the basis of disability and, upon request, will provide reasonable accommodation to ensure equal access to its programs, services, and activities. Please make your request for auxiliary aids and services at least 72 hours before the meeting. Requests for sign language interpreters are strongly recommended at least five business days before the meeting. Because of the work we've done together and the issues we share—climate and clean air, affordable housing, clean transportation, a Just Transition away from fossil fuels—we are inviting you to join us on June 2 to celebrate some of the people we're working with on BIG STUFF right now.

We've staged some very good events honoring our colleagues over the years—remember when we used to gather at LA's Union Station to talk with our very broad coalition about Measure R and Measure M to build out Metro's transit system? Look at that transit system and how has it grown in size despite the problems of COVID!

Please join us again to honor some of our important partners over an informal dinner at the Boomtown Brewery, 700 Jackson Street in the Arts District in DTLA. REGISTER HERE. We want to tell you about some BIG STUFF we have done and/or are doing now with:

LA County Supervisor Hilda Solis, a former member of Congress who serves on the Board of Supervisors and the Metro Board: We appreciate her leadership and especially her role in the passage of the Fareless System Initiative, which is making transit free for all LA County Community College and K-12 students. She was able to guide this initiative—an outgrowth of Move LA’s persistence over a decade about the need for a discounted transit pass program for community college students—to a win. In the words of Metro CEO Stephanie Wiggins: “Supervisor Solis has been a champion of public transportation, equity, and inclusion throughout her career." 

Ron Miller, now retired but previously Executive Secretary of the Los Angeles/Orange Counties Building and Construction Trades Council: Ron made it possible for us to work closely with this powerful union of unions, and we appreciate him for his role on Move LA’s Leadership Board as an Executive Committee member. Ron worked with us on the passage of Measure M in 2016, which followed on the heels of Measure R in 2008—together these two ballot measures are providing $120 billion dollars over four decades for the build-out of LA’s transit system. 

Joan Ling: Joan began working with Denny Zane on building more affordable housing when he was Mayor of Santa Monica and she was Executive Director of the Community Corporation of Santa Monica. She is experienced in real estate financial analysis, and state and local land use and housing policy, legislation and regulation, and cares deeply about affordable housing production and preservation. She also served on the Community Redevelopment Agency of Los Angeles (CRA/LA) Board of Commissioners, responsible for funding affordable housing among other things. She also serves on our Executive Board.

Chanell Fletcher, Deputy Executive Officer of Environmental Justice for the California Air Resources Board: We began working with Chanell when she was at ClimatePlan, a diverse statewide coalition of organizations working at the nexus of land use and climate change with the goal of creating more sustainable and equitable development. She soon ascended to the role of Executive Director at ClimatePlan—and Move LA served on her board. Chanell was appointed to this very important job at CARB nearly a year ago. 

Alan Greenlee, Executive Director of the Southern California Association of Non Profit Housing (SCANPH): Alan and SCANPH facilitate the development of affordable housing across Southern California. Nonprofit developers are SCANPH’s core constituents, providing below-market-rate homes for low-to-extremely-low income community members and for those who are experiencing homelessness. Alan and his staff work with developers to address the many challenges of building affordable housing in Southern California.
