Many Neighborhood Councils are not sending information to their stakeholders via their websites or email lists. Please start sending out information to your stakeholders. Information links are below.

Best practices would be to share information from the County through email blasts and posting on your Neighborhood Council websites.

The County has a FAQ in thirteen languages that can be found here.

http://www.publichealth.lacounty.gov/media/Coronavirus/

A what you need to know information graph can be found here.

http://www.publichealth.lacounty.gov/media/Coronavirus/CoronavirusInfographicEnglish.pdf

The information graph contains a How it is spread? What are the symptoms? and How to protect yourself?
Working together, we can educate our stakeholders, provide up to date information on the Novel Coronavirus to our stakeholders that is affecting our city and county, and protect our stakeholders.

Refer back to the http://www.publichealth.lacounty.gov/media/Coronavirus/ website as needed.

Thursday: Rally for Playa Del Rey Gas Storage Shutdown

Thursday: Rally for Playa Del Rey Gas Storage Shutdown

“Be Our Valentine!" - Local Officials, Community Leaders to Call on Garcetti to Close Dangerous Facility

Playa Del Rey —  One year from Mayor Eric Garcetti’s declaration of “the beginning of the end” of natural gas in LA, environmental organizations from across LA’s Westside will come together to demand action from the Mayor in shutting down SoCalGas’s gas storage facility - located in the heart of Playa Del Rey and within the Ballona Wetlands Ecological Reserve. The call comes after recent actions taken by the City Council and County Boards of Supervisors around investigating the site and charting a path towards its closure.

WHAT: Residents will gather at an intersection in Playa Del Rey, down the road from the SoCalGas facility, to rally and hand out Valentine’s Day flowers to motorists, along with information urging them to call Garcetti.

WHEN: Thursday, February 13, 2020 at 4:30pm

WHERE: Lincoln Blvd. and Jefferson Blvd., Playa Del Rey, CA, 90094

WHO: Residents from Playa Del Rey and across Los Angeles. Protect Playa Now, Climate Reality, Food & Water Action, Ballona Institute, Indivisible 43, Sierra Club, SoCal350 and more.

VISUALS/AUDIO: Protestors, dressed in red, will hold large pink and red “valentine hearts” and “broken-hearts” signs, while cheering and chanting. Protesters will pass out flowers and flyers to cars stopped at the intersection. Protesters will speak to the crowd with Megaphones.

BACKGROUND:

Following the 2015 blowout of the Aliso Canyon Gas Storage Facility in the north San Fernando Valley, demand has been building for the closure of a similar facility, located in the heart of Playa Del Rey. The 90 year old SoCalGas facility threatens the health and safety of the PDR neighborhood and surrounding area, having already been the site of a number of accidents, including a vent stack explosion in 2013 which set flames shooting hundreds of feet into the air.

The storage facility sits within and underneath the Ballona Wetlands Ecological Reserve. Environmentalist groups have pointed to a proposed “restoration” project currently being considered for the reserve as an means for SoCalGas to embed new fossil-fuel infrastructure underneath the wetlands, and as being destructive to the reserve’s fragile animal and plant habitat.

With a grassroots campaign by the community to shut down the facility growing, local officials have begun to call for action. In October 2019, the LA City Council passed Councilmember Mike Bonin’s motion to investigate the facility’s operations, and in January 2020, the LA County Board of Supervisors, led by Supervisor Janice Hahn, called on the Governor to initiate a feasibility study on shutting down the site.

But despite the launch of his “Green New Deal” and declaration of the “beginning of the end of natural gas” in Los Angeles one year ago, Mayor Garcetti has yet to take action on the Playa Del Rey site. Community members are calling for the Mayor to revoke the city’s 1955 Conditional Use Permit for the facility, and for the Mayor to call publically on Governor Gavin Newsom to shut the facility down and withdraw the state's application for the restoration project.

Hundreds of Seniors in Hollywood Mislead About Living in Affordable Housing

WHAT:

PRESS CONFERENCE:

Hundreds of Seniors were falsely mislead by Meta Housing Corporation that they were living in Affordable Housing. Many face large rent increases that they cannot afford.

WHEN:

THIS SATURDAY, February 1, 2020

Members of the press should arrive at 1:00 PM

WHERE:

At the corner of Garfield Place and Hollywood Boulevard, 90028

The Hollywood Local of the Los Angeles Tenants Union (LATU)—the tenant-led housing movement—has been assisting a large group of senior citizens to organize a tenant’s association in their building, The Metro in East Hollywood at 1717 Garfield Pl. This group of seniors were purposely misled by the building's owner, Meta Housing Corporation, who claimed that they were protected under affordable housing when in fact Meta Housing has not filed any low-income housing paperwork with the city.

The Metro building at 1717 Garfield Pl. is home to seniors on fixed incomes who cannot afford the large rent increase Meta Housing is imposing on them. Despite written requests by the tenants to meet with Meta Housing to negotiate a reasonable rent increase, the owner has refused to respond. Meta Housing rents to a majority of non-monolingual English speakers—including Armenian, Russian, Thai, Korean, and Spanish—yet the owner has refused to communicate in any language other than English.

This is not the first time this slumlord has preyed on seniors. In 2018, Meta Housing hiked the rent on seniors living in the Metro building in Chinatown by 8%, which many of the longtime residents could not afford.

On Saturday Feb. 1st the tenants of the building will hold a press conference demanding that Meta Housing meet with them and negotiate a fair rent increase. This diverse group of tenants will share their stories and members of the L.A. Tenants will be present in support of their cause.

Housing is a human right and we will not let the seniors in our community be taken advantage of by unscrupulous landlords and the city government that protects them.

LA County District Attorney Candidate Forum

Come meet the candidates seeking your vote for L.A. County District Attorney in the March 3rd Primary Election.

About this Event

"The Los Angeles County district attorney’s office is the nation’s largest local prosecutorial agency by far. Its caseload, together with L.A.’s position as a capital of innovation and a breeding ground for political movements, put the L.A. D.A.’s office in a position to influence justice policy not just here but throughout California and, arguably, around the nation.

Practices established in L.A. may well set the course for dealing with homelessness, mental health care, policing and public safety everywhere.

That makes a strong case to be made that aside from the presidential race, the most important item before voters in 2020 will be the race for L.A. County D.A."—Los Angeles Times

Hollywood Hills West NC Planning & Land Use Management Committee Meeting

HOLLYWOOD HILLS WEST NEIGHBORHOOD COUNCIL PLUM COMMITTEE MEETING
Monday, February 3, 2020

6:00 to 8:00 p.m.
Will and Ariel Durant Library Branch

7140 Sunset Blvd, Los Angeles, CA 90046

AGENDA

1. Welcome, general comments and committee member introductions.
2. Consider approving draft minutes of a prior meeting held on January 8, 2020.

3. PLUM Committee Chair’s update report - including w/re: a proposed new hotel at 1700 N. La Brea Avenue, which will be presented at the PLUM Committee’s meeting scheduled for March 2, 2020.

4. 3003 N. Runyon Canyon Road - is a site in HHWNC’s Area 6 and City Council District 4.

Manuel Valencia, who owns the 4.5 acre site still has his 2016 application pending with the City’s Planning Department. Mr. Valencia’s proposed project would treat the existing Headly/Handley House as an accessory dwelling unit, and he has asked the City to approve his proposal to build a new second structure on the site, which is in the midst and at the top of Runyon Canyon Park.

The Heather/Handley House was designed by Lloyd Wright, and the City designated it as LA Historic Cultural Monument #563 in 1992. The Planning Department’s environmental case no. is ENV-2016-4180-EIR. The State Clearinghouse no. is 2018041016.

At HHWNC’s Board meeting on September 18, 2019, HHWNC’s Board passed two motions to oppose Mr. Valencia’s proposed project. One motion passed by an 18 to 0 vote. The second motion passed on a 16 to 3 vote.

Nicole Kuklok-Waldman of ColLAborate requested an opportunity at the Committee’s November meeting to provide more information about the proposed project. Several questions from the Committee and other stakeholders still remain unanswered from that meeting.

Mr. Valencia subsequently retained Stacey Brenner of the Brenner Consulting Group to work with Chris Parker of Pacific Crest Consultants to provide additional outreach.

Ms. Brenner will be leading the presentation.

5. 6541 W. Hollywood Boulevard - is the address for Restaurant 504, which is in HHWNC’s Area 3 and City Council District 13.

The site is owned by Adolfo Suaya’s What’s On Third, Inc. Three tied lots are there, and total in excess of 28,000 square feet. The site includes several buildings, including Jane’s House, which is LA Historical Cultural Monument #227. There are multiple tenants in several of the buildings. The site has frontage on both Hollywood Boulevard and Hudson Avenue.

In September, 2019, the City’s Planning Department sent HHWNC a copy of an application Mark England filed on behalf of Idaho Peppercorn LLC for a conditional use permit on behalf of Restaurant 504. The restaurant operated on the site as a tenant of What’s On Third, Inc.

The application asked for a permit to allow the restaurant to sell a full line of alcoholic beverages for on-site consumption. The application requested permission to operate the restaurant 24 hours daily, and to sell alcoholic beverages from 7:30 a.m. to 2 a.m. daily even though the City’s commercial corner rules otherwise would limit the hours of operation (and all sales) from 7 a.m. to 11 p.m. Mr. England also requested permission to have live entertainment at the restaurant, but would limit the number of musicians to 4 or fewer. The Planning Department’s case no. is ZA-2019-5469-CUB. The CA CEQA no. is ENV-2019-5470-CE.

Around that time or soon thereafter, it seems that the restaurant’s ownership changed.

It seems that Te’Kila restaurant, another tenant at the same address, is the new owner and operator of the restaurant.

The City’s Planning Department will hold a public hearing at 9:30 a.m. on Tuesday, January 28, 2020, in Los Angeles City Hall’s Room 1020 to consider the application. We understand and expect that the case file will be held open for a sufficient time for HHWNC’s Board to make recommendations via a Board vote and community impact statement filing.

Lee Rabun, the applicant’s and Te’Kila’s representative, will be making the presentation.

6. Public comments on non-agendized items.

7. Adjournment.

PLUM Committee meeting dates scheduled for the rest of the first half of 2020 are set (tentatively) for March 2, April 6, May 4, and June 8, 2020. All of those meeting dates are Mondays.
