# The HOA Fee Isn’t the Real Number: The Insurance Cost Desert Buyers Need to See

CV REAL ESTATE - In the Coachella Valley, buyers know to ask about the purchase price, property taxes, and monthly HOA dues.

But one number almost never shows up in the listing—what the association pays to insure the community, and when that policy renews. That number could become one of the most expensive costs of owning behind the gates.

California's insurance market is still under pressure from wildfire losses, rising construction costs, and years of carriers limiting new policy issuance. The state reports early signs of stabilization in 2026—FAIR Plan growth slowed sharply in the first quarter, and six of the state's ten largest insurers have now committed to writing more business—but coverage remains expensive and hard to obtain. Most of our valley floor isn't in a high fire hazard zone, and that lulls people. It shouldn't. Reinsurance costs, rebuild-cost inflation, roof age, and water losses drive premiums here, and statewide costs get passed along regardless of your zip code. When an HOA's master policy renews at a sharply higher premium, the board has only a few options—cut coverage, raise dues, impose a special assessment, or absorb it from an already-stretched budget. Eventually, homeowners pay the bill.

The exposure varies by community. In many condo developments, the master policy covers the buildings and common areas. In detached-home communities, owners typically insure their own residences while the association covers pools, clubhouses, gates, and shared infrastructure. Know exactly what is—and isn't—covered before you sign.

Here's what buyers often miss: financing. Fannie Mae and Freddie Mac both tightened master-policy insurance rules for loan applications dated on or after July 1, 2026. The maximum per-unit deductible is now $50,000, and a per-occurrence deductible can't exceed 5% of the master policy's coverage amount. Blow past either one, and it isn't one buyer's problem—the entire project can fall out of conventional eligibility, which shrinks the buyer pool for every unit behind the gate. A unit-owner HO-6 policy can sometimes cure a high per-unit deductible, but that's a conversation to have before you're in escrow, not after.

Before writing an offer, ask for more than the dues sheet. Request the master-policy declaration page, premium, deductible, coverage limits, and renewal date. In California, you aren't begging for this—you're entitled to most of it. Civil Code section 5300 requires every association to disclose the insurer, type of coverage, policy limits, and deductible in its annual budget report, and section 5810 requires the association to notify members when a policy lapses, is canceled, or isn't renewed. Those documents belong in the seller's disclosure packet. Read them. Then pull the latest reserve study, budget, board minutes, and any pending assessment talk. Healthy reserves don't guarantee flat dues, but they show whether the HOA can absorb a surprise without turning straight to homeowners.

Sellers, take note: adequate coverage, healthy reserves, and a clean renewal are selling points, not fine print—put them in the listing.

Behind the gates, the most valuable amenity might not be the golf course or the clubhouse. It might be an insurance policy strong enough to protect the community—and your ability to sell it to the next buyer. Have you checked your HOA's renewal date?
