# Time To Redefine “Growth” As Public Good, Not Private Gain.

PLANNING WATCH - Growth is an elusive term that boosters tout it as the ideal outcome of successful governance. But what exactly is it?
Growth means economic expansion through the [perpetual reinvestment](https://monthlyreview.org/2011/12/01/capitalism-and-the-accumulation-of-catastrophe/) of private profits. In cities like LA, this type of growth has increasingly been linked to real estate speculation, supplanting manufacturing as the local economy’s economic engine. The investors and bankers are happy with this development because of the returns they make from construction loans, mortgages, and rent payments. The private sector unions are delighted because their dues paying members get jobs. Of course, landowners, realtors, contractors, and the corporate press expect recognition for their role in this gravy train. And, in cities like LA, many of the big donors for local political races come from the real estate sector. This is why [municipal Democrats and real estate speculators](https://www.theatlantic.com/ideas/archive/2019/09/brief-history-how-democrats-conquered-city/597955/) are joined at the hip in most large American cities, often through [corruption](https://www.latimes.com/california/story/2021-10-26/jose-huizar-los-angeles-city-hall-corruption-case).
Scholars, like Harvey Molotch, though, are less upbeat. They have identified these vested interests as components of the [Urban Growth Machine](https://experts.illinois.edu/en/publications/the-urban-growth-machine-critical-perspectives-two-decades-later), an alliance of economic interest groups whose business model depends on the continuous investment, construction, and sale of their real estate ventures. This model also explains why Urban Growth Machine members selectively support big ticket public projects, especially subways. They immediately buttress their private projects, even when other infrastructure categories, like street maintenance, are overlooked.
We also know that the Urban Growth Machine loves to embellish their projects’ benefits, while sweeping the victims under the carpet. Who has not already heard the claims that new real estate projects are the rising tide that lifts all ships? Without them, the story goes, local economies would collapse. Cities like Los Angeles should therefore deregulate zoning and environmental laws so their projects’ purported benefits, creation of jobs, reduction of homelessness, and mitigation of climate change, can appear.
Meanwhile, the real world consequences of paring back zoning and environmental laws is [the transfer of wealth upwards](https://www.commondreams.org/views/2022/02/07/dynastic-wealth-us-oligarchs-threat-democracy). Its social consequences have become undeniable.
- LA’s economy has been in the doldrums for decades. In 1990 Los Angeles County had 850,000 manufacturing jobs. Thirty years later [manufacturing jobs have dropped to 325,000 workers](https://www.latimes.com/business/story/2020-01-30/la-fi-california-china-trade-job-loss). As for LA’s population, it has [declined by 100,000](https://www.newgeography.com/content/007060-census-bureau-releases-2020-city-population-estimates) people over the past four years.
- The [Time for Truth](https://clkrep.lacity.org/onlinedocs/2014/14-1184_MISC_a_8-25-14%20.pdf) report, written by the [Los Angeles 2020 Commission](https://www.planningreport.com/2014/02/12/los-angeles-2020-commission-report-time-truth-highlighted-mickey-kantor) and initiated by the Los Angeles City Council, concluded the following eight years ago:
*“As the result of two decades of slow job growth and stagnant wages, 28% of working* Angelenos *earn poverty pay. If you add those out of work, almost 40% of our community lives in what only can be called misery. The poverty rate in Los Angeles is higher than any other major American city. Median income in Los Angeles is lower than it was in 2007.”*
To compensate for this loss of economic activity, City Hall turned to its trusty side-kicks, the real estate sector. While this resulted in a [boom in expensive apartment houses](https://www.ladevelopmentmap.com/), City Hall could not prevent the downside of this fix. It cannibalized the local economy for the benefit of the Urban Growth Machine:
- [Rolling out the red carpet](https://planning.lacity.org/plans-policies/housing-element) for real estate speculators resulted in the continued construction of high-end market rate housing disconnected from the housing needs of most Angelenos.
- To assemble private parcels for these in-fill real estate projects, the residents of older buildings must be bought out. When that doesn’t work, they are [formally or informally evicted](http://www.cesinaction.org/MapofEllisActEvictions.aspx). Since the pool of remaining Rent Stabilized units is in steady decline, and the new apartments are beyond the financial reach of the dislocated, homelessness increases in direct proportion to the construction of new luxury housing.
- Furthermore, the new apartments’ rents are higher than those in recently demolished buildings. As a result, the value of older apartments increases, and their rents rise, pricing an increasing number of low income tenants out of existing housing.
**What are the alternatives?** To prime LA’s economic pumps, there are far more socially responsible types of growth. For example:
*Apartments with roof-top solar, the backbone of a distributed electric grid.*
- Rooftop solar for houses and apartments, ideal for sunny California, ought to be a no brainer. But this option requires more – not less -- tax and other financial incentives, such as [net energy metering](https://www.nrdc.org/experts/mohit-chhabra/rooftop-solar-california-ready-take-next-step).
- Long overdue [sidewalk repairs](https://sidewalks.lacity.org/), matched with extensive planting and care of drought tolerant street trees, are an ideal example of growth redefined as public improvements, not private gain.
- Another example is the undergrounding of the LADWP’s electric grid, private telecommunications cables, as well as the replacement of aging water and gas mains, storm drains, and sanitary sewers. These are enormous tasks, but in a city where such critical lifelines are at extreme risk because of the “Big One,” it is time to consider these essential repairs as “growth.”
The advantage of these types of socially beneficial growth is that they benefit all Angelenos, not just those with enough loose change in their pockets to invest in expensive real estate or rent expensive luxury apartments.
