A Daily News editorial criticized DONE seeming to “obstruct and hamstring the councils as much as possible …”
Specifically, it cited the botched Van Nuys NC election, blocking the certification of the Northridge NC, not getting the $50,000 and free office space to West Hills NC quickly enough.
2004
An L.A. Weekly article entitled “Let the People Speak: What can save L.A.’s broken neighborhood councils?” was written after a visit by Robert Greene to the troubled Lincoln Heights NC.
The NC’s problems were triggered by a proposal to support the building of a memorial wall dedicated to people who died of AIDS.
The article talks about the Van Nuys NC’s problems at its first election; how the fears of a takeover caused NC of Westchester-Playa del Rey members to try and illegally demand to see income-tax statements or property-tax bills before allowing stakeholders to vote; Valley Glen’s attempt to kept anyone from voting without a valid driver license, passport, or green card; and it questioned whether or not the 8th District Empowerment Congresses could survive as NCs that would now be independent of Councilman Mark Ridley-Thomas. A Daily News editorial condemned the city’s plans to subsidize the building of a hotel next to Staples Center, and said that the city should “give neighborhood councils a chance to study and weigh in on the deal.”
