With time running out for Sacramento to act on legislation, the state Senate has forwarded a bunch of bills to Governor Schwarzenegger. Among them, on the somewhat controversial side, is a law banning the carrying loaded guns in vehicles in the unincorporated areas of LA County.

LA Sheriff Lee Baca was the inspiration for SB1171. It was written by Senator Jack Scott.

“It’s another one of those laws,” said East Angelino Ramon Rosas, “that makes it look like the elected people are doing something for safety but will make little difference. Gangbangers are still going to shoot kids.”

As the Times reported, loaded firearms in vehicles is already illegal in the city. Scott said, “This will simply close that loophole.”


EDUCATION AND NEIGHBORHOODS SENDS COUNCIL FILES AND CONFLICT FORMS BACK FOR MORE WORK

The E & N Committee discussed the NCRC Recommendation on Council Files for neighborhood councils … current held up pending the creation of guidelines and a decision on what conflict of interest forms will be required.

Committee members Alarcon and Zine agreed on the Ethic’s Commission’s Form 52 but sent it back for language that would require every NC board member to file the forms annually.

The City Clerk agreed to return with revised language with more uniform guidelines.

Both are due back in committee on September 9.


MTA ACCUSED OF FAILURE TO RESPOND TO PUBLIC RECORD ACT REQUESTS

The Fix Expo Campaign has accused the Metro Transportation Authority of failing to provide public documents related to Blue Line and Gold Line accidents and incidents … particularly involving youth.

FERLC Chair, Damien Goodmon, says he is interested in getting the truth out regarding the accident history of both lines.

Goodmon says a lot of “false information has been circulated by the Expo Line Construction Authority” on the matter.  ◘
