RAISING THE BAR FOR NCs
In last Friday's CityWatch, Harold Katz suggested that NCs be required to keep a count of those who attend their meetings. That's a horrible suggestion for three reasons.
First, it's another idea that raises the bar for NCs higher than it is for the City Council. Not only does the City Council not keep track of how many people attend its meetings, but it doesn't even keep track of how many Council members attend.
Second, NCs are supposed be as independent as possible from City Hall, which doesn't have any business telling them how to run their meetings.
Third, there are many ways to measure participation, and counting the number of people are boring business meetings is one of the poorest. More important is how many people can be mobilized when there is an important issue or event.

Re: Janice Hahn’s payoffs to gang members—Can you imagine the trouble NCs would be in if they used public money to pay off gang members … even if they were working on gang intervention?
